AC clutch not engaging and radiator fans not blowing

2000 Jetta ALH Auto. Last night I wanted to see why my AC wanst working. With the key on the radiator fans wouldn't come on and the clutch wouldnt engage. I hardwired the clutch to the battery and it will click on but I couldn't figure out how to power the fans. Fuse 16 read 5-6 volts. I pulled the AC gauges out and I was low on charge but not out. Does the car detect this and not engage the clutch or radiator fans? Thanks in advance. -Max

Yes, the A/C system has a high/low pressure switch. If the system is too low on freon, it will prevent the system from activating.
