Some have tried running the engine in a lower gear at highway speed to put more heat into the turbo vanes to possibly free them up.
HILLS! I have a nice stretch of a (winding) hill that I use to "exercise" my cars.:D After two years of periodically using it to hammer on the wife's car's turbo I finally got the turbo to operate smoothly (never got an overboost, but you could feel the sticking as there was a slight drop/lull around 3,200 rpm).
