If you have a large reservoir to hold the water and it freezes there, you still can have fluid flow through the filter and then it will just add to the reservoir that's frozen.
BUT if its the filter itself that freezes then yes, that is a major problem because no air can pass through.
So it does matter what part freezes. if I put a 20 ounce catch can on the bottom of my strainer and the contents freezes, who cares, if its the filter itself that gets a layer of ice all around it, then there's a big problem.
