T4 (Eurovan) TDi no start

Hey all - I have run in to an issue timing my injection pump on a recently swapped T4 AJT 2.5 TDi motor - I had motor running, albeit the timing was retarded - 38 with occasional jumps to 90-100. I attributed the jumps to the fact that back at the injection flywheel mark, it was approx. 20 degrees (one cam belt rib) off - after mechanically adjusting the injection pump timing (removing belt tension and advancing the IP flywheel one rib), bleeding the diesel return line, turning over the motor with each injector, I cannot get the motor to turn over now. Battery is good, starter is cranking and cranking (as if there's air in the lines, even though I've confirmed fuel at the injectors)
