Belt tensioner bouncing after replacing alternator pulley?

Mostly because it was actually cheaper to buy the shroud + both fans from the local ChinaMart parts place than it was to buy ONE fan mail order, and in addition I got the lifetime warranty this way.

The pax side fan is still attached to the shroud, sitting in my garage -- in case I need it.
