I just filled up at the Costco in Redmond, WA, and their diesel pumps are labelled with the "Top Tier" designation now. Looking over the top tier website, it seems as though they just launched the certified diesel in a number of retailers (including Costco), just in September 2017. This is a great thing to see, as the quality of diesel fuel should be more consistent with the labelling.

regarding non brand fuels, these non name brand resellers do not get the additive packages and hence you save a few cents, in reality they are getting the better deal out of you...ask a trucker, unless they select the company and type of fuel, they get straight fuel, when they fill the truck.

You really have no clue, do you? We here in the states have many nonbraded fuel sources and yes they all get the add pack they request and that is the same as the branded fuel.

Take my word for this: Fuel MUST meet federal specifications for Cetane, lubricity, and other criteria.

Lubricity additive and other blending additives are programmed into the rack loading system at fuel terminals. If one contract trucker is hired to deliver an Exxon load, or a BP load, his load card formulates the blend that is put in his tank truck compartment. Same goes for all other branded and unbranded loads. And branded terminals sell to anyone.

All the truckers do is pick up the load that is pre-programmed in their load cards. It's not like they are going to the grocery store to pick and choose additives.

And in California, it must meet CARB's stricter specifications.
