There is a message somewhere here. There are different versions of the red color denoting the power output of the engine. More red means more power.

I might be off slightly, but this is what I think they mean:
TDI in chrome = stock, 90 hp for the VE engines
TDI = 110 hp
TDI = 140 hp
TDI = 170 hp

Basically, red letters indicate a TDI with performance modifications. The degree of modification is approximate.

The green badge is found on the 62hp 1.2L 3-cyl Lupo 3L TDI.
TDI is found on 70-105 hp 1.4 to 1.9L TDIs, and 134-140 hp 2.0L TDIs. (I'm not sure what the 2.0L 170 hp TDI gets.)
TDI is found on 110 and 115 hp 1.9L TDIs.
TDI is found on 130 hp 1.9L TDIs.
TDI is found on 150 hp 1.9L TDIs.
...
That's for the European cars though. The North American MK4 TDIs were all silver.

Edit:
Link with corresponding engine codes for MK4 (Europe): Wikipedia link. Note the TDI colors in the chart.

On you car it means nothing except it looks "cool" but in Europe it means a lot. You can but those stickers on EbAY.

I bought some OEM type red (painted plastic) from tdiparts.com quite some time ago. They were very nice. Two sets, so all the TDI letters on the back are red and the rest went on the front fender sides in a "mix". It helps to keep the "purists" guessing/confused.;)
