Seat belt light stays on, no air bag light.

Something weird started happening on a friends 2001 New Beetle TDI. The seat belt light comes on and stays on regardless of whether or not the seat belt is in use. Can this be caused by the switch(es) in the seat belt "plug"? Do I just need a new belt "plug"?

Sorry posted no air bag light, but the seat belt light is apparently also the air bag light.

I have this problem in my 2001. No codes are thrown. I think it must be the belt receiver, but I took out the cluster and put tape over the light instead (i.e under the cluster face so you don't know there's electrical tape there at all) Sorry I'm not more help, just a data point for you.
