Insurers (of anything) don't make money if they have to write checks.

And second, insurers these days are looking for any reason to not write checks.

When you hear a sappy sickly sweet insurance slogan (like a good neighbor "blank" is there) etc. just remember that it's propaganda.

Insurers who want bigger market share often lose their diversification and become vulnerable on many different fronts. When insurers want to sell you home, auto and life insurance they're really gambling that a catastrophe won't cause them to have to pay out on all three. That's a risk (in California) that I wouldn't want to take TBH because over the course of the last decade CA has had it's share of catastrophes. Likewise to any area vulnerable to hurricanes.
