Cv shaft turning while not in gear

Hey
I have my 01 Jetta tdi on jack stands right now to replace the power steering rack and control arms. Also replaced the inter cooler as I had a bit of and accident and damaged it.
Started the car up after installing the new inter cooler and noticed the cv shaft slowly rotating.
Does that seem strange? It's not in gear
