Is the a MAF issue, or sticky VNT issue? VCDS 003 / 011 logs

The car is down on power and I've been chasing this issue a while now.

Group 003:


Group 011:


I was starting to suspect the MAF but it doesn't seem to be too far off the mark. It seems to be boost spiking then under-boosting.

any opinions appreciated.
