98 jetta: Parking brake light remains on with parking brake released.

Here is the problem with my 98 jetta

Parking brake light remains on with parking brake released.
Vent fan and A/C do not run.
Windshield wipers do not work.
Headlights do not work (but high beams do).

All of the fuses are ok.

Also if anyone has a chart of the fuse box and distrobution box would be helpful.

Ignition Switch

Yes, I think this may be the issue because when I turn the key while the car is running a little clockwise my lights and parking light begin to function normaly. When I let go of the key the problem begins again. Now i'm just wondering if it's just the switch having the problem or the mechanical part of the ignition.

Would the electrical switch cause the cruse control to stop working?

My e-brake light shows up every once in a while and my wipers don't turn on every once in a while as well.
