voltage, no voltage, wait voltage! uhh no voltage

My electrical system has been acting up. Starting at higher rpm's any where from 2300 to 3000 and sometimes at any random lower roms the battery light comes on. I replaced the voltage regulator and that did not cure it. After searching the posts here I checked the tensioner and it goes up and don. When it comes up there is no voltage when it goes down there is voltage. What makes it go up and down? From all the input in the searched posts i gather I have a bad alternator pullr and/or a bad tensioner.

does this sound about right?

It's either a bad pulley or a bad tensioner. You can check the pulley easily by spinning it with your hand while using a piece of plastic to stop the alternator fan from spinning.
