Rad Fan Problems; Large fan always on, small fan never on

Hi Everyone

Problems with my mkV Jetta TDI.

My large radiator fan will continually run, but it's impossible to get the small fan to run. The large fan will not turn off in -25C with a cold engine, and is always on no matter what even if the ignition is off. It will run until the battery dies. As soon as there's power again, the fan is back on.

Fuses are all good.

The small fan will never run, even with the engine up to full temp and the AC blasted.

I've pulled the fan out and can make the small fan operate on the bench bypassing the large fan. In the car, I can jump the control circuit and can get the small fan to turn on after about 15 seconds with power going through it. Again, large fan continually runs no matter what.

Does anyone know how these fans are controlled? ECM? I've found some other threads out there but not this exact problem with any real solutions. Any help appreciated!

Did a bunch of diagnostic electrical testing off a wiring schematic. Turned out to be the controller in the large fan itself. Changed it out and working great now.
