I'm going to bet it was either outside a building that was on fire, or else near a fire hydrant that burst open.

Although my car looked a little like that in upstate NY a few years ago, after four days of continuous freezing rain.

Check out the high voltage transmission towers near Montreal, that just crumpled under the weight.

That car looks to be a Trabant from East Germany. After the Berlin wall fell, the trabant factory stayed open, but started putting in VW-sourced engines in them, instead of the 2-cycle lawn mower engines that had been standard. i don't know if the factory still exists, or how long the VW engines were put in them. Looks more useful under ice.
