Relay 219? That's just a guess. Also check all the wiring/connectors heading back to the ECU.

This is just a guess, though.

Ground? Cut wire?

If you clear them do they immediately reappear? If so generally it would be an electrical issue with wiring or one of the sensors.

The codes reapear within 2-3 hrs of driving.

The 219 relay unit has been upgraded by VW. I have the newer type in my car after the original puked. I don't know if it fits your situation, but wierder things have happened.

Check the wiring to the intake air temp sensor - they can flex and break

Check n75, hoses and VNT actuation as well.

Might have a bad MAP sensor. What does it read with the engine off?

I finally had a chance to have a quick look at the car. Couldn't find anything obvious - sensors, grounds, wiring (what I can see), measuring blocks values all seem OK and similar to my own two Passats. The Manifold Pressure with engine off is 877.2mbars and consistent with the other cars. The only small difference is the battery voltage (engine off) is at 12.08volts - seems low for a recently driven car. My other cars are at 12.3 and 2.39v. Could a weak battery be a culprit?

Last time I had a car, I cleared all the codes. CEL and “Emission Workshop” message reappeared within couple hrs of driving. The codes are:

16485 - Mass Air Flow Sensor (G70)
P0101 - 000 - Implausible Signal
Freeze Frame: RPM: 1701 /min Torque: 0.0 Nm Speed: 90.0 km/h Temperature: 29.7°C (no units): 20.4 (no units): 1.10 Temperature: 73.8°C

16512 - Coolant Thermostat Valve (N214)
P0128 - 000 - Temperature below Control Range
Freeze Frame: RPM: 945 /min Torque: 50.0 Nm Speed: 34.0 km/h Temperature: 63.0°C Fuel Consump.: 0.80 l/h Temperature: 31.5°C Temperature: 31.5°C Absolute Pres.: 836.4 mbar

Car also developed a hesitation under load/going uphill

The coolant temperature code was erroneous. I logged the temp and it was around 80C.

I have changed 219 relay, cleaned ground to the engine harness, changed intake pressure and temperature sensor, cleaned EGR valve (was not closing completely), and changed the VGT actuator hose. The car runs fine now.
