Fuel rail back pressure regulator

I'm trying to troubleshoot an intermittent stalling at idle issue with my 2004 PD. I've been working my way down the Investigating PD Injector Issues at Idle sheet: http://pics.tdiclub.com/data/517/PD_fuel_delivery_check.pdf and I think I've found a problem with the fuel rail back pressure regulator.

The sheet says that I should get "no flow" on the return line during the test. When I run the test fuel will gush out for the first 1-2 seconds and then slow to a trickle. Does that mean my regulator failed the test?

Also, if my regulator is failing then is there a way to replace just that component or does the whole tandem pump have to be replaced?
