My wife is complaining about no heat in her passat. 05 TDI. It worked fine all winter, and has never been low on coolant.

I took it for a test drive. At about 4000 RPM it produces heat. Slowing back down to 2000 RPM the heat stops.

Is this a case of a clogged heater suddenly? Or?

I also just changed a CV axle. The inner which has never had a boot problem is very loose. The outer which had a boot change is much tighter. Luckily I had an axle on hand from my tranny swap.

If I try a backflush on this, what is a safe pressure for the heater core?

this procedure is well documented on this forum, a bucket of vinegar and a pond pump run in reverse thru the core should clean it up
