So, I swapped out vacuum hoses and the n75, and then I noticed this:

The intake pipe, after the air filter accordion one, to the turbo is loose at the connection to the turbo. Loose because one of the bolt holes on the plastic cracked and it can't be completely tightened.

I was about to proceed with other troubleshooting, but would it be correct to assume I need to fix this first? (even though it seems I can get it tight enough for a short term "seal", til it wiggles loose and lets pressure out again...) And I'm having trouble finding a replacement in the San Francisco area; any gurus around?

You're visiting SF? I was just there.

Yes, fix this first. If you can't find a replacement, duct tape until you get home? Can't get worse.
