You can probably forget about it. The supposed easy fix for the 3.0L TDI just went down in flames. If VW can't even get these big old beasts fixed, what do you think the chances that EPA/CARB will approve any fixes for the 2.0L.

Nein! California Rejects VW Emissions Plan to Fix Diesel V-6 Models

It turns out that diesel engines have an inherent trade-off between power, fuel efficiency and clean emissions, experts said.
"You have power, you have energy, you have emissions: You get to choose two of them," said Dr. Don Hillebrand, the director of energy systems research at Argonne National Laboratory in Illinois, and the former president of the Society for Automotive Engineers.

Seems pretty clear there is no fix, until there is a fix, if there is a fix.

We won't see any new TDIs until they can at least get an approved fix for Gen 3. They don't dare apply for 2017 certifications until that happens.

I say screw it, give everyone free oil changes and warranty service for 10 years regardless of mileage.

California would nix anything that isnt electric anyway. I take what they say with a grain of salt. While they are involved and have a say nationwide...understand that they have an axe to grind and always did. If they can delay the reintroduction of small diesels long enough, they will destroy the market. Which is what they have been trying to do from the start.

The standard for solving the 3.0 engine emissions problem is that VW must "return these vehicles to the claimed certified configuration".

That's different from the 2.0 engines under the consent decree where VW is required to substantially improve emissions, but is no longer required to meet the original emissions limits.

So, failure to solve the 3 litre problem (where the original target must be met) doesn't necessarily indicate that they won't solve the 2 litre problem (since the goalpost has been moved).

I would concur that CARB's apparent mood probably doesn't bode well for VW.
