No Vacuum at Actuator P2564 - Fixes?

I have a 2004 mk4 tdi Jetta with the BEW engine. I heard there's a delete available for the smart actuator using a stage 1 malone tune? I currently don't have vacuum going to the actuator, and I am always getting a P2564 code - I notice the actuator has been upgraded by a previous owner, as it's way too shiny... Currently I have a fix where I've adjusted the actuator so I don't have underboost anymore, and overboost doesn't happen unless I rev above 4000 in 4th gear, or 3000 in 5th. It's not ideal and I am open for any suggestions.

After bringing it to a VW specialist mechanic shop, they pointed out that the wiring to the actuator was a mess, and could be throwing the P2564 code (even when I clear the code and without driving the car, it'll still pop up). I am going to simplify/fix this wiring to see if this is what is causing the ECU to tell the N75 not to send vacuum to the actuator.

Just wondering if I can bypass all this electrical crap and flash a different tune/settings onto the car?
