I just bought my 2002 Jetta about 1.5 months ago and it had
a constant CEL due to P1248 Start Control Deviation Error.
I reset it several times, but it always came back within two startings. Turns out it was caused by my injection timing being too far advanced. It was also having trouble cold starting.
The timing was way off...too far advanced to be plotted. I retarded it down to just advanced of the "dead on" mark and haven't had the code since in at least 13 startings (some cold, some warm). The car also seems to run a bit smoother.
Anyway, just thought I'd post that for anyone else who gets that code. I don't think the Bentley manual mentions injection timing as a possible cause of the code (based on some of the replies to others who have posted with that fault code).
