Isn't the official website tell you if car is not eligible for buyback because modification was done already?

Has anyone had a denial from VW buyback re Junkyard/Salvage Yard question issue where the vehicle was purchased from an auto auction such as COPART?

I was told that any car that was purchased from an insurance company is considered purchased from a junkyard/salvage yard.
Almost all Copart vehicles were acquired by an insurance company.....
