Ignition stuck on

So I have 30 minutes before the tow truck gets here this morning but I was at a light in town, and my work boot got stuck on the dash in front of the clutch, and it let off the clutch too fast which caused the car to stall. No big deal, I'll start it up. Well for whatever reason the ignition is stuck on. I can turn the key and remove it but the dash and blower are on, and I'm not getting any feedback from the ignition. The radio shuts off though.

Maybe someone can help with this one then,
Got it towed home, finally got a chance to look at it after work. I'm assuming it's supposed to but the plunger in the cylinder isn't turning with the key. The thing in the picture below. Is there another part that comes off the cylinder?

That little piece fell out so I figured it out.. Maybe VW should do an ignition recall like GM. Lot's of stuff came up on google about this.
