stuttering at light throttle

My 05 passat tdi will sometimes stutter at very light throttle when going 40-55mph in 5th gear. It happens more often when applying just enough throttle to maitain the speed. any ideas?

I had sudder under load in high gear. I read the fuel filter can cause this. I changed the FF and it fixed it. After 10k miles it is coming back though...
