Is it possible to alter cam timing with belt on

This maybe a very silly question but I have had the cambelt replaced and unfortunately I believe it has been timed wrong. The reason say this is it has a reprofiled cam fitted and when originally done it was tappy so sent it to someone else who said although it was done correctly, being a reprofiled job TDC would not be the same and proceeded to setup properly, I believe around 2 degrees. Now I have had to replace the belt again (30k miles) just to be safe but now it is tappy again and have been told it is at original TDC again, now can this be adjusted wthout having to remove everything all over again and cost me double or not??

2 degree dont make very big difference!
Is +2 or -2degree?
Use modified cam lock to keep cam at right place...

lol, I don't know! It still runs absolutely fine but is a lot noisier than before. this is why I was going to see f it can be done without removing belt.

Yes i do many time, unscrew bolt without remove, juste 2 turn.
Take off pulley on cam.
Turn cam.
Loussen the tensioner is good idea before play with cam.
