Usually eBay or Amazon...a local shop MIGHT be able to to help.
Get the number off the bulb for the type you need.
Since aftermarket system tend to have other issues, I may get suggest you swap the bulbs from side to side, and see if the failure follows the part you moved, which in this case is the bulb.
The ballast in aftermarket systems tend to be the weakest item... simply put cheap Chinese parts.

You probably have a bixenon headlights as the bulb needs to move positions for the high beam display. Jettas, unlike Golfs, have only one main headlight for low and high.
