Question about buyback.

I've been reading through the forum, various news sources, and some of the court cases about the buyback. From what I understand, if you owe more than what you receive from VW then VW will pay the remaining balance. For example, my wife has a 2011 JSW and she will receive around 17,000 for her car and she owes 19,000. So am I correct to assume that VW will take care of the remaining $2000?

You are correct. They'll do a loan payment amount up to 130% of the buyback value.
