So can anyone confirm that in California the Propel Diesel Fuel HPR is compatible with the Touareg Diesel???

according to propel it is compatible with ALL Diesel engines.

I'm still using it in my B5.5 TDI with no discernible issues. Others have reported seal leakage after having used Biodiesel but it doesn't sound like that would be the case in your case

I filled my '02 Golf with HPR. I don't drive the car much anymore, but it starts right away, every time. Now I can barely get it started after it sits for a week. I have a furious seal leak on my pump. 216K miles. Coincidence? Probably not.
