Two Glow Plug Harness Connections?

Went to replace the glow plug harness to hopefully help with the cold starts. The old looked like a mess and had butt connectors inline. When I got to the main wiring loom I came across two connectors. One was unplugged when I pulled the cover off. The other was connected to the glow plug harness.
I've watched a few videos online of people swapping their glow plug harness but their wiring looks different. This is from a 2002 Beetle. The wire colors match the wiring harness. Any ideas?

I wonder if a previous mechanic just chopped the old harness off and left it in the loom. The harness I pulled wasn't ran underneath the battery. You could get to it by just removing the intake.
