code 00560 - Bad solenoid?

I am still having trouble with the CEL on my car. Codes 00575 and 00560. For the 00575 code, I discovered that the N75 valve does make any sounds when I apply 12 volts to the terminals, so I'll order a new one.
The EGR problem seems to be more complicated, I graphed the MAF readings (specified vs actual) along with EGR duty cycle. The actual reading is always higher than the specified MAF, but they go up and down in sync when the EGR duty cycle changes. This made me believe that the EGR was working properly, but the CEL wouldn't go out. The resistance across the solenoid (N18?) was 16 ohm. The solenoid clicks when I apply 12 volts, but I can't feel any vacuum at the EGR valve when the engine is running. I looked in the intake, and the EGR assembly is able to move if I pry a little with a screwdriver. The intake is also very clean. Would replacing the solenoid fix the problem, and if so, where can I get one less than $100?
