CEL Causing Smog Fail P0128, P0671, P0672, etc...

Hey everyone,

I've had some trouble getting my 2003 1.9L Beetle TDI to pass the smog test out here in California. The dash has the blue coolant light on as well as the CEL. Here are the codes I've gotten from the diagnostic reader:

P0671/17055
P0672/17056
P0128
16512
17978

The first thing I did was checked for ground at each of the glow plugs with a test light. All seemed good there. I then unplugged the coolant temperature sensor and checked for power at each of the glow plug harness terminals with a test light. All good there too seemingly. My next conclusion was that the CTS was sending a bad signal so I replaced it. Nothing changed after doing that. I still am getting the coolant light and CEL on the dash.

The heat works great in the Beetle and it starts up fine.

Any ideas on what do do next for diagnostics? Thanks for all of your help. :)

Do an ohm reading between the glow plug and the block. Good plugs read about 0.9-1.0 ohms, dead plugs read open/infinite.
