Yes, it's July 26th; no, I don't see how VW is "dragging feet." Everybody's lips are zipped by court order until the court acts. The court will presumably not act until sometime (PDT, since it's in San Francisco) when the court is open for business.
The legal system acts on its own timeline, which has nothing to do with anybody else's, and makes "dragging feet" look like an Olympic sprint.....

This is at least the third thread you've posted this complaint in. Apparently you didn't stop to think about the situation before posting any of them. July 26 is the stated date because it's the date of the hearing in CA. Someone else has chimed in that it's on the calendar for 8:00 am PDT, so it doesn't start for another hour at least. I would not expect anything until at least 9:00, and quite possibly a bit after that.

What, did you expect things would be live at 12:01 am (which time zone?) today? If so, why?

This hearing is the only thing on the judge's schedule for today. It may be a 1-hour hearing, and it may be an all-day thing.
