No headlights, no wipers and no turns

dweisel isn't diesel anymore!
On my 02 Beetle daily driver, I have no headlights other than flash to pass. No wipers at all. No turn signals other than the hazards work fine.

I replaced the stalk with another one I had. Same results. NOTHING WORKS.

I'm stumped???

Did you check fuses 24 27 and 33 for power and continuity? All for the wipers.

If ok turn the key on (not running) headlights on, wipers on, turn signal on and measure the voltage from the negative post of the battery to the ground stud under the dash near the steering wheel shaft and/or in the left kick panel.
I would not want to see more then a few tenths of a volt.

Check fuses 20 and 21 for power for the low beams. Power with the key and lights on.
Pull the head light switch out, power to pin 1

Do the dash lights come on?

Appreciate the in depth help. May be awhile before I'll have time to get back into it , but I'll definitely post back when I get it all sorted out. Appreciate the help from everyone who has replied.

The load reduction relay powers all the mentioned items
It's above driver feat area with other relays in my Jetta

If not relay then check ignition switch
