Yes, this normal.
Going from memory, I beleive that is the channel that monitors the amount of correction required for the variation in power out put of each cylinder. It bases everything on the #3 cylinder because that's the one with the lift needle sensor and also uses the crank shaft position sensor.
It's one of the ways VW controls the vibrations and keeps the motor in balance.
I'm sure other people will chime in with more tech info and correct me if I'm wrong.
