Westphalia hitch tongue weight

I have a detachable Westphalia hitch (type 321-854, class A 50-X) on my 2015 VW TDI Sportwagon. Specs say it can tow up to 2000 Kg, well in excess of what I actually expect to tow. They also say tongue weight should not exceed 85 Kg, which is a lot less than the 10% of total weight most american hitches would expected to carry. Anyone got any thoughts on why the maximum tongue wt is so low? Or what can be expected to happen if trailers with higher tongue weights are towed?
