A/C problem since radiator fan swap

1996 b4 tdi wagon, 1997 glx/tdi wagon
A/C was working normally and well before I had the radiator fans replaced with a used unit; now the a/c won't come on until the engine temp reaches 198-205 on the ultragauge. As long as the temp stays up, the a/c works fine, but if the temp drops below 198, the cooling stops. Any ideas? Thanks.

Is the fan running when you turn the AC on, or is it only kicking in when the engine hits those temperatures?

I'm not sure--there's so much noise when I'm on the highway that I 'm not sure I can hear the fans come on. I'll try to find out.

It should come on even at idle as soon as the AC is switched on.

Start the car in the driveway and engage the AC. If the fans do not start with the car at idle then there's a problem.

Just checked--with the car idling, a/c switched off or on, fans do not come on.

Looks like some one forgot to hook the fans back up or they were dead to begin with.
