That's strange.The ECU should be controlling all your starting inputs. If you have access to VAG, check all the temperature readings ie engine, intake air,fuel first.They should be within a few degrees of each other. Also check IQ to see if you're getting good fuel delivery. Does this happen on cold starts only? Your pedal is only a rheostadt control and it shouldn't be in the starting loop.

As mentioned, throttle in the TDI is ignored until engine is running.
