Does a 99 Beetle TDI have a lift pump

Does a 99 Beetle TDI have a lift pump? I am trying to diagnose my hard starting problem and when I unhook the fuel lines and turn the key on no fuel comes out of the lines.
It takes several seconds for the engine to fire when starting, hot, cold, sitting overnight or 5 seconds after shutdown. This problem seems to be a fuel delivery problem so that is where I am starting.

Check the timing (both cam and pump).

Check the cranking RPMs

Then research a reprogram and/or the hammer mod.
