The VAG-COM reports the engine temperature. Through the range of 87 to 97 degrees C my needle was stuck on 90. Is this normal?

Yes it is. Indeed, the needle won't move from 90 if the actual temp is between 75°C and 107°C according to the Bentley manual.
I find this dumb since it makes the indicator virtually useless. That is one of the reasons why I added an oil temp gauge.

I may check the min, but the max... anyway, I think your car had better not reach that max value
