low power, Maybe?

I think I have a slight low power issue. Its not bad but just want to get everything fixed right. My VNT is working properly, and Im getting 15psi of boost, but the boost doesn't come on till 2600 rpm, there is some boost that starts between 1600 and 1800 but shouldn't I be getting the 15psi at 1800 rpm? I swapped solenoids and it seemed to help hold boost to higher RPM, but not lower.

also I teed into the vacuum line going to the turbo and at idle its 15inhg and as the RPM go up it gradually drops to 5-10 inhg cant remember exactly where that was. does that seem right? thank you I yes I have read most all the low power threads I have found, maybe I missed this info.

Mine is about 10 at idle and drops less then 10.

Try taking the lower hose off the N75 and go for a quick ride.
If it changes trace the hose through a tee to the bottom of the air filter box.
Check the fitting going into the box is clear.
