Just curious, would it be mounted near or in the fuel tank?

No.
Only on PD models. they are 2004 and up.

So it is just the suction of the IP that gets the Diesel from the tank to the fuel filter and beyond?

Actually... it's the air pressure that pushes the fuel in to the vacuum created by the transfer pump inside the injection pump.

But for the real world yes, you are correct.
