Electrical Gremlins in hot weather?

Since the summer has started down here in Texas I have had super weird electrical things happen. First the cruise control will be stubborn when its really warm outside. The on off switch will be on but cruise wont be lit up on the dash. I have to toggle it some then it just comes on and is still stubborn about setting the cruise speed. In the mornings is operates flawlessly. Now yesterday my horn is getting continuous power so as soon as you turn the key it just scares the crap out of you and everyone around. (Had to pull fuse 40 to shut it up). Anyone else had weird things like this happen? Maybe my car is possessed? 02 Beetle ALH with 5spd. Thanks

The horn sounds to me like a issue with your clock spring. It is between the steering wheel and steering column. More than likely has shorted.

Lets hope the short doesn't get into the air bag.
