According to Bentley, that is a ground for the ECU and some other things. It should be connected to a ground point near the ECU. I think it is the acorn nut circled in red.

and is that a loose/free ground washer just above and to the right of that circle as well?

Good eye, that washer fell off when I was cleaning and I couldn't find it. But the picture did. I will hook that wire to ground and hope that solves this. It wasn't hooked up when I opened it. I have seen where some harnesses are build for extra features that aren't on the vehicle so I didn't want to do anything before checking. That will be my next step.

Well, that ground wire was the issue. I hooked it up after cleaning and put the washer back. There is an added wire on the ground post under the rain tray that one of the previous owners added. What is strange is this unhooked wire never gave an issue until now. Must have still made enough contact with something under there until now.
