99 Beetle Cruise Not Working -VCDS says switches are good

This is a new to me 99 Beetle. Cruise does not work.
I checked the Cruise resume switch and the On/Set switch on the stalk and VCDS goes from 0 to 1.
I checked the brake and clutch switches with VCDS and they go from 0 to 1.
I did the Engine Coding 07 and 11 (11463) just in case...nothing.
I checked and replaced fuse 5 with a new 7.5 amp fuse
All the lights are working...it just passed state inspection.

What can I check next?

I did some more troubleshooting and accidentally found the CCM On & Memory bit comes on when the right turn signal is activated.

So I drove it and sure enough the Cruise Control works when the right turn signal is on.

I am assuming that I have a bad Turn Signal Stalk?

I can't say the switch is bad but this is interesting.
With the directional off do a full system scan, see if the CCM is replying.
Does the cruise work with the left signal?
Wondering about a bad ground somewhere.
Do you have the manual for the wiring diagrams?

It does not work with the left turn signal on. I could watch VCDS and see the digit cycle on and off. I will check more after vacation.

I had the exact same problem.
Cruise only worked with turn signal on.
The problem is the ribbon cable.
It could be loose or has rubbed and is
Creating a short. Take the column cover
Off and play around with it, you'll
Get it working.

Thanks. Just got back from vacation and I will take a look at that tomorrow.

Yup, you are correct. It's the ribbon cable. Can it be fixed or replaced without changing the whole stalk?

I think it's the ribbon where it splits at the bottom. If I push on it one way, I get the bit. If I relax it or push the other way, it stays 0.

Have you ruled out the connector? Maybe just a dirty connector (clean and apply some dialectic grease and back in business)?

No, it's the cable for sure. Now I can't get the airbag off to work on the switch. The screwdriver that I use on the jetta I too long for the bug.

Try some allen wrenches. I'm pretty sure I've been successful in the past using one. BMAC VAGS (Youtube) pops out the instrument cluster to get more room: I think that this is excessive work, but one usually can't go wrong by going with his instructions- he's an asset).

When this happened to me I just
Used something like a small folded piece of
scrap paper to make a shim and shoved
it into where the cable plugs in.
Mine was a connection issue.
Never had a problem after that.

Finally got the Airbag off.
I found one run cracked where it does the 90 degree around the stalk housing. Put a drop of solder on it and then some RTV to cover it.
Cruise works just fine!
Saved me from buying a new switch.
