A little bit makes a lot of change in the timing.

Has the pump shaft seal been replaced or has the pulley hub been taken off?

I went out and bumped it a little, but it was too much and went past the marks again. Does it look like they are lined up "good enough" or is a tiny bit going to make all the difference?
I ran my wagon with the crank advanced about 1 degree due to being inexperienced on my first timing belt job. Didn't smoke, but had funky power bands. I don't think it'd be the root cause of your issue.

Looks like he could have timing retarded off the scale.

It's really hard to get photos of the tensioner, but here you go.

I noticed there are what appears to be metal shavings on the tensioner. That's not normal, is it?

Wow yeah looks like your tensioner came loose. Luckily for you, you shouldn't have to mess with anything else. Rotate the adjuster counter clockwise and line the notch up with the raised peg looking bit. Torque to 15 ftlbls

Looking at his pump timing mark he may have already jumped a tooth on the crank.

I don't have any special tools. Is that possible with regular tools?

Maybe with a pair of right angle snap ring pliers. Not much room for anything else.

But that won't fix the issue of being a tooth off

In the two pictures I posted, the crank hash mark isn't quite lined up, but neither is the IP alignment hole. But they are both "close".

If the timing belt jumped a tooth at the crank, wouldn't they be off by more?

Jumping at the crank would only show a little at the pump.

Yeah, I think I've exhausted my abilities. Time to find a shop.

Look for a member here that can recommend a shop where you are. Some dealerships don't know what they are doing because they see these cars so seldom.

Definitely not taking it to the dealer. I'm unable to find a recommended mechanic where I am.

In the process of rebuilding an green 03 Jetta wagon myself. Previous owner was using it to heard goats on a farm and knocked a hole in the oil pan, she was 90 years old and just kept driving until it spun a main crank bearing, ruined the block. Car had less than 70k miles on it.
