1998 Jetta Tdi nozzles balancing ??? what is that ???

I am looking to change my nozzles to PP520. My car is 98 Jetta Tdi. I have read about nozzle balancing. Now, what is that? I suppose I need Vag-com to do this, which I don't have.

Any ideas?
