Alh tach oscillating - Solved

Can someone point me in the right direction when troubleshooting this issue?
My 2001 Beetle TDI developed this issue after a timing belt change. Before that it was totally normal. My tach keeps oscillating, but the engine is fine.
Keep in mind the engine runs smooth, revs up fine no problems. Only the tach started acting up like this.
The noise you hear is the engine running plus an exhaust fan to blow the smoke out of my garage.

I figure out this issue. The green plug on the back of the cluster was not set correctly. I had removed the cluster. I pushed it back in further it clicked. Tach is back to normal.
