how good are H&R springs?

i've been waiting for my neuspeed springs to come in and it's taking forever. i am/was getting the VR6 sofsport springs for my 97 jetta tdi sice i don't want a lot of drop (NY roads are bumpier than off-roading) the place i ordered from has offered me H&R springs for the same price but i know nothing about them. they're going with bilstein Tc shocks/struts what would you guys recommend?

H&R's for sure. no question.

Shine? I like mine but they may be too stiff if you consistently are on bad roads. Most of our TX roads are smooth as butter.
