Yes you can.
I had to do this at my sons college in the parking lot.
You will need a Dremel with a cut off wheel. I didn’t have that option , had to use a cut down hack saw blade.
You will also need two new security bolts as the heads snap off when you get to the right torque.

Pull the steering wheel all the way out and remove all the covers.
Unplug ignition switch and the connector by the key lock.
After that you’ll see what needs to be disconnected .
With the dremel you need to cut a slot onto the head . Then with a large common screw driver unscrew the screws .
